A Freeside native who lives for her little sister. "The sociopath with a baseball bat." Cleo's loyalties are to her town, her sister, and herself; no one else. Anyone who threatens these things is to be cut down; anyone who is not affiliated with these things serves no purpose. It's obvious that she enjoys fighting and enjoys causing pain to others; she'll openly say it's the only thing she's good at. But she is capable of seeing the big picture, and she plans accordingly.
As a Courier, she ends up with Neutral Karma, but god only knows whose side she's going to pick. She hates that being dragged into the bitchfight for the Platinum Chip has forced her to widen her scope.
